Middle East Shipping Outlook Remains Highly Uncertain

Proposals from Iran and Oman for a temporary navigation corridor through the Strait of Hormuz offer a possible route towards safer passage, but significant questions must be answered before shipping conditions can be considered normal.

Announced on 25 August, the framework includes a temporary joint corridor, mine-clearance operations and further negotiations concerning a permanent traffic-management system. Future discussions are expected to cover information sharing, navigational services, security arrangements and the longer-term administration of the strategically important waterway.

However, no coordinates, reporting requirements or detailed operating procedures have yet been published. Maritime authorities also continue to warn of drifting or uncharted mines, with the threat assessment remaining severe. Shipowners are therefore likely to await firmer operational guidance and evidence of improved security before committing vessels to the route in greater numbers.

The announcement comes amid wider uncertainty across the Middle East. On 24 August, a Saudi-linked very large crude carrier was struck around 63 nautical miles west of Yanbu in the Red Sea. Although the crew escaped injury, the attack caused a deck fire and suggested that the renewed Houthi threat may be extending beyond the Bab el-Mandeb.

This attack could influence insurance, vessel deployment and decisions concerning calls at Saudi Red Sea ports, while potentially delaying the wider recovery of Suez Canal traffic.

Meanwhile, the United States has launched Operation Economic Outcast, sanctioning nearly 60 entities, individuals and vessels while expanding secondary-sanctions exposure relating to Iran’s shipping sector. Forwarders may consequently need to strengthen checks covering vessels, counterparties, cargo routing and payment arrangements.
